1. Implementation of QA/QC and HSE Control on behalf of the Client:
· Monitor the compliance of works performed by the General Contractor and Contractors with the Client’s quality requirements and applicable regulations.
· Assess project quality risks from the Client’s perspective.
· Provide feedback and recommendations to Client management regarding quality issues.
· Ensure the implementation of field inspections and the submission of monitoring reports within the framework of Quality Control and Quality Assurance (QA/QC) during the execution of demolition, construction, installation, reinforcement, and repair/restoration projects, as well as at the project handover stage. Regularly review the implementation of these controls and reports by subordinate employees and provide guidance where necessary.
· Prepare and monitor field inspection schedules on a regular basis.
· Evaluate technical decisions from the Client’s perspective and provide feedback.
· Identify technical risks and submit reports and proposals to management.
· Establish and implement a Portfolio Quality Management System.
· Establish and monitor the QA/QC and HSE Non-Conformance (NCR) management system.
· Conduct quality control of testing, commissioning, and handover processes.
· Define and present quality-related KPIs to management.
· Ensure proper as-built documentation and overall quality documentation discipline.
2. Quality and HSE Control of Plans, Systems, and Documents:
· Verify the Quality Management Plan (QMP) and related procedures developed by the Contractor.
· Monitor compliance with ISO 9001 requirements.
· Assess the effectiveness of quality processes.
· Supervise the review of HSE Plans, Risk Assessments (RA), and Method Statements (MS) prepared by the Contractor, provide feedback on behalf of the Client, and manage the overall review process.
· Evaluate Contractors’ QA/QC and HSE performance.
· Issue formal Non-Conformance notifications and monitor their closure.
· Require corrective action plans where necessary.
· Ensure compliance with established systems and procedures.
3. Field Monitoring for Quality and HSE Control:
· Proactively assess risks that may cause delays, non-conformities, or additional costs, and request reports from the General Contractor or Contractor as necessary. Within the scope of risk assessment, verify and monitor the correct, timely, and certified ordering of materials and equipment to prevent delays. Ensure that the sequence of works is maintained (e.g., timely implementation of insulation measures) to avoid delays, non-conformities, and additional costs.
· Participate in the preparation of Non-Conformance Reports (NCRs) related to poor-quality or non-compliant work and request corrective actions.
· Inspect construction, installation, mechanical, and electrical works in accordance with the Inspection & Test Plan (ITP).
· Participate in work acceptance processes as a Client representative and ensure proper supervision.
· Request correction of works that are non-compliant or of poor quality.
· Conduct regular and planned HSE inspections on site.
· Submit official incident reports to Client management.
4. Team Management Responsibilities:
· Determine field inspection schedules for the team in alignment with planned works.
· Ensure timely preparation of monitoring reports and follow up on their outcomes.
· Distribute tasks efficiently within the team to address assignments received from senior management.
· Coordinate with the team to prepare additional proposals, including risk impact assessments and alternative optimal solutions.
· Ensure proper organization of all work performed, reports prepared, and data presented within the framework of reporting lines.
5. Control of Materials and Equipment:
· Review Material Approval Request (MAR) processes for materials and equipment from the Client’s perspective.
· Analyze certificates, test reports, and compliance documentation.
· Verify that materials delivered to the site comply with project specifications and approved documentation.
6. Inspections and Non-Conformities – Management of Non-Conformities and Corrective Actions:
· Participate in quality inspections as a representative of the Client.
· Monitor the implementation of corrective measures based on quality control findings.
· Coordinate with certification and state control authorities regarding quality-related matters.
· Monitor the registration, tracking, and closure of Non-Conformance Reports (NCRs).
· Conduct root cause analysis of recurring quality issues and ensure implementation of preventive actions.
7. Environmental Protection:
· Monitor environmental impacts, including dust, noise, waste management, and water and soil pollution.
· Ensure compliance with environmental requirements, regulations, and permit conditions.
· Require corrective actions in cases of environmental violations.
8. Value Engineering and Optimization:
Actively participate in project optimization and Value Engineering (VE) processes and prepare technically justified proposals that protect and enhance the Client’s interests across the following areas:
· Development
· Design and Engineering Management
· Construction Management
· Procurement
· Finance
· Propose and evaluate alternative design solutions, construction methods, materials, and sequencing options to achieve an optimal balance between cost, quality, schedule, functionality, and life-cycle performance, taking into account both current and future development considerations.
· Assess the cost, schedule, and risk impacts of proposed solutions and present recommendations to senior management, considering cross-functional implications.
· Analyze project alternatives from both technical and implementation perspectives.
· Identify cost optimization opportunities and present substantiated proposals.
· Assess constructability, schedule, and risk impacts of proposed changes.
· Support balanced decision-making while maintaining required quality and functionality standards.
· Coordinate Value Engineering processes with Development, Design & Engineering, and Budget & Planning teams.
9. Technical and Quality Control of Contracts and Payments:
· Perform quality control of completed works in relation to BOQ items and measurement documentation.
· Provide technical quality validation for payment certificates.
· Assess the technical justification and quality implications of variation orders and additional work claims.
10. Reporting (Documentation), Risk, and Governance Support:
· Verify compliance of the project handover process and related documentation.
· Prepare regular weekly, monthly, and management-level QA/QC reports.
· Ensure the completeness and accuracy of quality documentation required for project commissioning.
· Analyze statistical HSE performance indicators.
· Verify HSE documentation during the project commissioning phase.
· Identify high-risk areas that may cause delays, non-conformities, or additional costs, and provide corrective or preventive recommendations.
· Supervise the preparation of the technical documentation file required for project commissioning.
· Ensure early identification of quality-related risks.
· Escalate critical risks to management in a timely manner.
· Prepare monthly and quarterly QA/QC and HSE performance reports.
Powers:
· Require suspension of works that do not meet quality requirements.
· Request formal explanations and corrective actions from Contractors regarding quality deficiencies.
· Provide independent feedback to Client management on quality and compliance matters.
· Require work suspension in cases of quality or safety non-compliance.
· Request written corrective action plans from Contractors.
· Propose temporary site closure in cases of critical safety risks.
· Provide recommendations on discontinuing implementation processes if non-conformities remain unresolved.
Required Knowledge and Skills:
· Strong regulatory and legal knowledge in real estate and construction (AzDTN, Urban Planning and Construction Code) and ability to research and apply international construction standards.
· Experience across multiple project functions (technical and quality control, planning, cost control, technical office, tendering, contracts) is preferred.
· In-depth knowledge of AzDTN, EN standards, and ISO 9001 requirements.
· Proven experience in quality management within construction and real estate development projects.
· Ability to analyze and interpret Project, Contract, and BOQ documentation.
· Strong communication, analytical, and reporting skills.
· Proficiency in AutoCAD and MS Office (advanced Excel required).
· Willingness and ability to travel regularly to project sites as required.
· Fluent English (mandatory).
· Strong leadership and decision-making skills.
Education and Work Experience:
· Bachelor’s degree in Civil Engineering or Architecture (Master’s degree preferred).
· Minimum of 16 years of total professional experience.
· At least 5 years of experience in a QA/QC Manager-level role.
· Minimum of 3 years of experience within a Developer organization.
· Experience in projects exceeding 100,000 m².
· Proven track record in establishing and implementing QA/QC systems and monitoring HSE systems.
