1. Implementation of Technical Control on behalf of the Client:
Establish and manage a structured construction control and execution monitoring mechanism representing the Client’s interests.
In this context:
• Ensure the execution of construction site inspections and the submission of monitoring reports during demolition, construction, installation, reinforcement, repair, and restoration works, including the handover stage. Regularly review subordinate staff performance and provide guidance.
• Review the Designer’s work for compliance with construction norms and Client requirements; verify that the General Contractor and Contractors comply with contractual and regulatory obligations; apply the control mechanism and issue formal reports.
• Organize and supervise site inspections using a planned, risk-based methodology. Prepare and monitor inspection schedules and systematically document, prioritize, and report findings to management.
• Evaluate technical decisions from the Client’s perspective.
• Identify technical risks and present structured risk reports with mitigation proposals.
• Assess contractors’ execution performance, resource allocation, sequencing, and methodology.
• Identify potential delays, additional costs, and quality risks at an early stage and formally request explanations and corrective plans.
• Present technical and implementation risks to management, including schedule and budget impact assessments.
• Monitor corrective and preventive actions until formal closure.
• Recommend suspension or limitation of works in cases of critical technical non-compliance.
2. Review of Design Documents:
Conduct comprehensive analysis of concepts, sketches, working drawings, and revisions not only for regulatory compliance but also for constructability, phasing, technical feasibility, and resource adequacy.
In this context:
• Verify compliance of design documentation with AzDTN, urban planning regulations, fire, and safety requirements.
• Provide feedback on design changes in alignment with Client interests.
• Assess feasibility, technical soundness, and optimization of design solutions.
• Identify multidisciplinary coordination risks across architectural, structural, MEP, and related disciplines.
• Evaluate design changes considering schedule and budget impacts and present findings to management.
• Assess long-lead items and their impact on execution planning and risk exposure.
• Identify Value Engineering and optimization opportunities from an implementation perspective.
• Provide technically substantiated recommendations supporting Client interests.
3. Construction Process Control:
Implement a structured execution control mechanism ensuring centralized oversight of construction performance.
In this context:
• Monitor compliance of construction and installation works with approved schedules, methodologies, quality standards, and critical path elements.
• Conduct regular site inspections independently or with the team, verifying sequencing, compliance, schedule adherence, material adequacy, and testing processes.
• Proactively identify risks of delays, cost overruns, or non-conformities. Ensure proper ordering, certification, sequencing, and resource allocation to mitigate such risks.
• Participate in preparing non-conformity reports (NCRs) and ensure corrective action implementation.
• Implement milestone verification and approval mechanisms.
• Evaluate adequacy of contractor methodologies and resource planning.
• Require written recovery plans for ineffective planning or resource shortages.
• Require justification for acceleration measures.
• Conduct pre-activity inspections before critical stages (e.g., concrete pouring, MEP integration, façade installation).
• Identify interface conflicts and implement resolution mechanisms.
• Track non-conformities until verified closure.
• Systematically evaluate contractor performance and report findings to management.
• Formally request suspension or restriction of high-risk or contractually non-compliant activities.
4. Team Management:
Structure and lead a portfolio-level technical control team.
In this context:
• Establish inspection schedules aligned with project plans.
• Ensure timely preparation and follow-up of monitoring reports.
• Optimize task distribution within the team.
• Develop structured team models suitable for project scale and complexity.
• Define roles, responsibilities, and reporting lines (accountability matrix).
• Implement uniform monitoring standards and procedures.
• Conduct KPI-based performance evaluation and development planning.
• Manage resource prioritization in multi-project environments.
• Implement escalation mechanisms for critical issues.
• Establish a lessons-learned system and knowledge transfer framework.
• Organize structured training programs.
• Maintain coordinated collaboration with Development, Design & Engineering, and Budget & Planning departments.
5. Technical Office Management:
Establish the Technical Office as a centralized execution information management function.
In this context:
• Analyze execution progress against schedule and budget.
• Prepare structured technical performance reports.
• Implement unified document approval and revision control systems.
• Ensure structured progress verification based on actual performance.
• Maintain a single-source-of-truth digital platform.
• Ensure timely preparation of as-built documentation.
• Guarantee completeness of documentation required for handover.
• Coordinate information sharing with QA/QC and Budget & Planning teams.
6. Technical Review of Contract and Financial Documents:
• Verify BOQ and measurement compliance with actual execution.
• Validate payment certificates for contractual compliance.
• Assess variation orders and technical claims.
• Provide technical supervision to prevent scope creep.
• Evaluate contractor claims and support Client positioning.
7. Technical Evaluation of Contractors and Subcontractors:
• Assess contractor technical capacity and resource adequacy.
• Monitor contractor technical staff performance.
• Issue formal discrepancy notifications.
• Require corrective actions or staff changes when necessary.
• Present structured performance evaluations to management.
8. Coordination with Government Agencies and Third Parties:
• Manage regulatory processes and approvals.
• Monitor commissioning procedures.
• Ensure proper documentation and certification submission.
• Assess regulatory risks impacting schedule and execution.
9. Value Engineering and Optimization:
• Propose and evaluate alternative technical solutions balancing cost, quality, schedule, and lifecycle performance.
• Assess cost, risk, and timeline impacts.
• Coordinate VE processes with Development, Design & Engineering, and Budget & Planning teams.
10. Reporting, Risk, and Governance Support:
• Prepare structured weekly and monthly technical reports.
• Identify and escalate critical risks early.
• Ensure documentation discipline and transparency.
• Provide informed technical input to management decision-making.
Powers:
• Require suspension of technically non-compliant work.
• Request written corrective or recovery plans.
• Issue formal non-compliance notifications.
• Escalate execution risks to management.
• Recommend contractor staff replacement where necessary.
• Determine inspection priorities.
Required Knowledge and Skills:
• Strong regulatory knowledge (AzDTN, Urban Planning Code).
• Multi-functional project experience.
• Advanced technical risk assessment capability.
• Strong contract and BOQ analytical skills.
• Advanced Excel proficiency.
• Fluent English (mandatory).
• Leadership and structured decision-making ability.
Education & Experience:
• Bachelor’s degree in Civil Engineering or Architecture (Master’s preferred).
• Minimum 18 years of professional experience.
• 6–8 years in senior construction leadership roles.
• Experience in 100,000+ m² projects.
• Developer-side experience strongly preferred.
• Multi-project team leadership experience.
